Lost or Stolen Passports

Singaporeans in Russia with lost or stolen passports should do the following:

1. Lodge a police report at the nearest police station and obtain a copy of the police report or acknowledgement slip. The police station will normally issue an acknowledge slip instead of a full report.  The full report will only be issued after investigations are completed.  Investigations usually take a minimum of 11 days to complete. Please note that Russian police officers may not be able to speak English.  It is therefore advisable to ask a local to accompany you if you do not speak Russian.
2. Inform the Embassy regarding the lost or stolen passport so that approval can be be obtained from ICA to issue the Singaporean with a temporary travel document ("Document of Identity").
3. Visit the Embassy to apply for a "Document of Identity". You will be required to bring the following:
1. Police Report
2. Proof of identity (for eg., Singapore identity card, driver's license, etc)
3. One passport size photograph; and,
4. Flight details to Singapore, if available
4. Enlist the help of their visa sponsor to obtain a new visa in order to depart the country.  The Russian authorities may take up to 20 calendar days to authorise an exit visa.  The ability of the Embassy to intervene in such cases may be limited.

Fees

The fee for the "Document of Identity" is US$11.  The fee is payable in USD dollars only, SGD and RUB are not accepted.


Important Notes

The "Document of Identity" is for one-way travel to Singapore only, and needs to be surrendered to the Immigration Officer upon return. A new passport needs to be applied at  for replacement.

The passport which was reported lost would be cancelled with immediate effect and cannot be used for travel even if it is recovered subsequently. Should you recover your lost passport, you must surrender it to ICA or the Embassy personally within 14 days.
